Does the Rental Vehicle Excess cover apply to peer-to-peer car rental companies such as Turo?

Rental vehicle excess insurance applies to a sedan, hatchback or station wagon, four-wheel drive or minibus/people mover, or a campervan/motorhome that does not exceed 4.5 tonnes, rented from a licensed motor vehicle rental company, including peer-to-peer carsharing platforms.
